You may have seen the note on the Medisoft

federal government defines a complete EMR as one that has four

required for a complete EMR, partly because of the expense and partly
because of difficulty of converting existing medical records to
electronic form. By 2012, thanks to the meaningful use incentives and

office-based physicians reported that they use electronic patient
records in their practice, with 4 in 10 reporting that their EMR systems
meet the basic standards for a complete EMR.
